What are your thoughts on the Basic Health Program? How does it compare to the more contemporary PPACA Exchanges? How effective do you think the program would serve as a way to cover the working class (like the lower middle class and more specifically those who lack workplace coverage), particularly as a way to counteract the “welfare cliff” where workers may make too much to qualify for Medicaid yet are not in a place to afford their own coverage, at in a comfortable or easy manner?
The Basic Health Program (BHP) offered states an alternative to marketplace coverage for certain uninsured individuals with incomes between 133 and 200 percent of the federal poverty level. Although these individuals would qualify for premium tax credits (PTCs) and cost-sharing reductions (CSRs) to purchase a marketplace plan, the ACA included the BHP option to make coverage more affordable for these lower-income consumers.
What do you think BHP’s potential would have been if it had a wider expansion like if it was adopted in all states? What role do you think BHP could have in a replacement for PPACA?
